b) Identificar los desafíos institucionales para generar mecanismos de diálogo, participación o mediación para los conflictos socio-ambientales en torno a proyectos de inversión de gran tamaño que aborden los conflictos socio-ambientales de manera más participativa y consensuada, y proporcionen mayores garantías a los diferentes actores. La actividad humana genera trastornos en el medioambiente y sus consecuencias pueden ser insospechadas. En las últimas décadas, la biodiversidad marina ha enfrentado crueles métodos de extracción pesquera, altos niveles de contaminación y un serio riesgo para su conservación.
Dentro de este preocupante esquema, la acuicultura puede ocasionar serios daños al ecosistema marino, produciendo un alto grado de contaminación, lo que genera a su vez situaciones de relevancia como las floraciones algales marinas (FAN), fenómeno conocido como marea roja.
En el presente documento, se analiza la relación entre este fenómeno y la salmonicultura, enfatizando la necesidad de profundizar la investigación científica al respecto para prevenir los negativos impactos que produce la marea roja a la actividad pesquera, a la salud humana, a la economía y a la flora y fauna marina. En esta investigación bibliográfica el destacado biólogo marino, Alejandro Buschmann, reconstruye una amplia evidencia internacional que indica que la salmonicultura genera impactos graves y permanentes sobre los ecosistemas. Además, constata la escasa investigación existente en Chile, y concluye que el enorme crecimiento de esta actividad no ha ido acompañado de la investigación científica que respalde las normas que la regulan. Como consecuencia, el marco regulatorio es ineficiente, y no sólo arriesga el ecosistema sureño, sino también la proyección de la actividad en el futuro, debido a la degradación del medio ambiente y a los permanentes conflictos que genera.

En sus conclusiones, la investigación recuerda que los costos ambientales, producto de las emisiones de nutrientes al ambiente, no son asumidos por la industria acuícola, pero que en el futuro serán pagados por las propias empresas, por actividades económicas alternativas y por la sociedad en su conjunto. Concluye además que el acelerado crecimiento de esta industria se ha debido a la no internalización de costos ambientales, por lo que esta actividad se sustenta en una base, que de no ser corregida, implicará en el mediano plazo, el estancamiento y posterior reducción de la actividad, como también el deterioro, en muchos casos irreversible, del medio ambiente.
A juicio de los autores y colaboradores de este trabajo, la situación no es irreversible, siempre y cuando las empresas del salmón adopten una serie de recomendaciones, las cuales pueden clasificarse en recomendaciones ambientales y económicas.

Con esta línea estratégica se busca recuperar y garantizar la presencia, en calidad y cantidad, del mayor número posible de los componentes diversidad biológica de la Décima Región de los Lagos, y reducir al mínimo la incidencia de los factores adversos que tienen impactos negativos sobre ella.
Los objetivos específicos enfocados a conseguir dicho propósito se orientan a impulsar acciones para la restauración y rehabilitación de ecosistemas, especies y genes; a brindarle medios y oportunidades para su continuidad, a vigilar su desarrollo y hacer lo necesario para eliminar o mitigar el efecto destructivo que acarrean ciertas actividades e intervenciones humanas, así como a prepararse para responder ante eventos que escapen al control humano y se conviertan en emergencias.
Se seleccionan 66 sitios de conservación in situ y se clasifican en cuatro niveles de prioridad. En el año 2003 el Consejo Directivo de CONAMA aprueba
la Estrategia Nacional de Biodiversidad.
