El presente estudio corresponde a una asesoría desarrollada por AGEA para el Consejo Nacional de Innovación para el Desarrollo (CNID), organismo público-privado cuya misión es asesorar al Presidente de la República en la identificación, formulación y ejecución de políticas y acciones que fortalezcan la innovación, competitividad y desarrollo sustentable en Chile.
Los dos objetivos principales de este estudio son:
a) Identificar, caracterizar, analizar y evaluar los conflictos socio-ambientales en torno a proyectos de inversión de gran tamaño, con foco en agua y energía, ocurridos entre 1998 y 2015 en Chile.
b) Identificar los desafíos institucionales para generar mecanismos de diálogo, participación o mediación para los conflictos socio-ambientales en torno a proyectos de inversión de gran tamaño que aborden los conflictos socio-ambientales de manera más participativa y consensuada, y proporcionen mayores garantías a los diferentes actores. La presente tesis es una investigación desarrollada para optar al grado de antropólogo social en el marco del proyecto CONICYT/FONDAP N°15110006 del Centro Interdisciplinario de Estudios Interculturales e Indígenas, del cual forma parte la Escuela de Antropología de la Universidad Academia de Humanismo Cristiano. Cabe consignar que la tesis se construyó a partir de los resultados de una investigación etnográfica realizada en la comunidad Antulafken durante el mes de febrero del año 2013,
En términos generales esta investigación describe y analiza, desde una mirada histórica y antropológica, el conjunto de acciones y alianzas políticas que ha desplegado la comunidad mapuche-huilliche Antulafken de Huentetique para sostener un proceso de judicialización en contra de la empresa EcoPower por la construcción del proyecto energético “Parque Eólico Chiloé”. De esta manera, la investigación reafirmó la necesidad de combinar la historia con los estudios antropológicos, logrando un mayor acercamiento teórico y metodológico entre ambas disciplinas.

El estudio investiga las respuestas de la comunidad local al proyecto Parque eólico Chiloé (PECh) que pretende instalarse en la zona de Mar Brava, comuna de Ancud, Chile. Al igual que en muchos otros casos de conflictos sociales por la instalación de parques eólicos alrededor del mundo, en este estudio de caso nos encontramos en presencia de una opinión pública mayoritaria que se muestra a favor de este tipo de energía, pero que se opone a la instalación de un parque eólico concreto en un territorio determinado. En este trabajo, se presentan los resultados de una investigación exploratoria que tuvo como objetivo la comprensión de las respuestas de la comunidad local ante el envío del proyecto PECh al Sistema de Evaluación de Impacto Ambiental. Para ello, se propuso un diseño cualitativo, utilizando preferentemente técnicas dialógicas de indagación. La muestra fue intencionada e identificó a los principales actores que protagonizan el conflicto. Los resultados muestran que el surgimiento de la tensión se vincula con una multiplicidad de factores: a) la percepción de daño al patrimonio natural y cultural; b) la percepción de los fuertes efectos negativos del proyecto en las actividades productivas locales; c) la desconfianza en los promotores de la iniciativa, en las autoridades locales y en la institucionalidad ambiental, y d) la amenaza a los proyectos de vida de los habitantes de la zona.

Esta investigación analiza y caracteriza los discursos de desarrollo sustentable del conflicto socioambiental de la energía eólica presente en los proyectos San Pedro y Chiloé, del archipiélago de Chiloé.
Los resultados dan cuenta de la ambigüedad del discurso de desarrollo sustentable en el análisis de ambos proyectos, que expresan las variadas estrategias de poder llevadas a cabo por los actores presentes, tanto los oponentes como los actores a favor. Los discursos creados por estos actores fueron materializados como campañas en la red social Facebook, en imágenes, videos, murales, cabildos, congresos, charlas, rifas y otras formas que dan cuenta de las variadas apropiaciones de la naturaleza.
